External Disk is on Time Machine's Exclusion List

Greetings,

I have a 2019 Mac Mini running Mac OS 14.4.1

I have a 4 GB Disk that I would like to backup to a 5 GB disk.

The 5 GB Disk is brand new and erased and formatted as Mac OS Extended.

I know that over time the 5 GB disk would fill up with incrementals, but it should work for a little while, however the 4 GB disk is listed on the Excluded from Backup List and I can't seem to remove it from the extension list. I did add most of the system disk to the exclude list as well as the Backup drive.

I spent time with chatGPT and it had me regenerate the time machine plist but that doesn't seem to have helped.
