Unable to change region in Apple Account without Italian credit card

I am living in Italy for a year and want to change my apple id region but am still using my US number as it is on an international plan and don't have an Italian credit card. Because of this apple is not allowing me to change my region and I am not able to download local apps. How do I get around this issue?
