Mission Control will not automatically switch spaces to Safari

I have been having an issue the past few months where Mission Control will not automatically switch spaces to Safari automatically when I have Safari set to open in full screen.

When opening Safari, it opens in its own space, the top control bar changes to Safari as if it is what is shown on screen, but I am left looking at my desktop. I have tested this with other applications that I have set to open in full screen and it functions as it should. Mission Control will either switch to the desktop and then over to the app or it just switches directly to the app. But it will not do this with Safari no matter what I have tried.

The only extension I am running in Safari is AdGuard, but this does not seem to be causing an issue because disabling it does not change anything.

Has anyone found a solution to getting Mission Control to work with Safari like it should and does with other apps that open in full screen?
