I am facing the same issue. I am located in the EU but set everything to English (US). My wifi is good (50 Mbps download), I have 150 GB of free space, 18 GB ram and M3 Pro chip. I tried restarting dozens of times, changed siri voice, changed region to different countries then back to the US and turned siri off&on again. It is just stuck on "Preparing", "You'll be notified when Apple Intelligence is available on your Mac."

well i contacted apple support and had a chat. they looked up and told me to wait by today eod it might solve up. i suggest you contact their support as well.
