I'm having the exact same issue. 15 Pro Max running 18.1.
In what app or context is this message appearing?
One thing to check: if you haven't yet updated to iOS 18.1, do so and then see if that fixes the problem. There are a number of bug fixes included in 18.1 and this may be among them.

It starts the memory making process for one second then throws the error message. I did restart the phone but it didn’t make a difference.

It's working for me, so I'm sorry, I have no clue if a restart of your iPhone doesn't help. Perhaps someone else here will have a suggestion.
