safari bookmark folders - unable to move a folder into the root bookmarks directory

My bookmarks list has a favorites folder followed by several folders I created. They may have been imported into Safari in the past. My problem is I have several bookmarks subfolders inside the favorites folder that I'd like to move into the root directory below it. When I attempt to do that, it only lets me put them under another folder that's already in the root directory. So if my bookmarks root directory shows


*Favorites

Hardware

>Cars

>Music


I'm unable to drag Hardware so that it's displayed in the root (between Cars and Music). If I try, it'll move it to be underneath Cars, or Music even if it seems to visually show it will be placed in-between them. It seems to redirect it beneath some other folder (sometimes I need to search where it was moved). I notice in videos that others have just two root folders. Favorites and Other Bookmarks. I'm not sure how my Safari got into this state. Likely from one of those past browser changes prior to using Safari.


My only solution is in Edit Bookmarks, creation of a new folder under root, then moving all the bookmarks to it from the folder under favorites, followed by deleting that folder. It gets what I want but is time consuming.
