Safari not working and not uploading pages, goes into dark mode

hello everyone! Safari does not load pages goes into a strange dark mode not loading full information and shows only 2% of the content. this problem continues from my first iPhone xR and now same with 13. I've already tried cleaning cache and history. I've tried to change settings but not working. does anyone knows how to fix it??
