Why can’t I upgrade to iCloud+? It always gives me the message that something went wrong but I have both Apple Pay and cards set up for payment?

It can be worth calling Apple Support about this. I experienced an error with iCloud+ (although a different error to yours), and they fixed it. It took a few weeks, but they kept me updated along the way.
