iCloud not synching across apple vs. non-apple devices

When I upload documents from my Windows PC (OS Windows 11), they do not show on iCloud web, my iPhone, or my iPad. I've tried all the troubleshooting options I found on the user forum, but it's still not synching. It's turning into a real problem with my school papers. Do you have any advice, or do I need to call support? Thanks!
