Weather app keeps changing from 'always' to 'never' in location services

Good morning. I have the stock Weather widget on my iPhone 16 Pro, and also use the Weather complication on almost every watch face of my Ultra. Suddenly this morning the Weather app keeps asking me about location services and I see it's changing to never. Also, all of the Weather complications keep disappearing from my watch faces. Can anyone provided some assistance? Thanks.
