my photos have gone missing! i have low storage but my icloud is synced,

my storage has been low for about 2 weeks now and i had the pop ups to, i didn't get to renew my icloud subscription because i was low on cash this month, tonight i just checked my photos and i was shocked that i only have 12 photos which are the photos i took tonight, but all my previous photos before that GONE! I checked my photos on the icloud on my laptop and i can see my photos but in my iphone all of my photos are gone! how do i fix this pls i don't want to access my photos like this and this makes me so paranoid
