My iCloud (app) shows as 25gb on the manage storage section

in settings, manage iPad storage, iCloud shows a total size of 25GB, it does mention in the description: “Your most recently accessed files and any files kept offline are downloaded to this device for quick access.”, and I downloaded a few heavy files recently but even after deleting them and then erasing from the trash iCloud still shows the 25gb, what can I do?
