IOS 16.3.1 won’t let me downgrade from 2TB to 200GB

I have had 2 TB for some time on my iPhone 12, currently running IOS 16.3.1 but it won’t let me downgrade to 200 GB because I don’t need 2 TB.

I’ve already done the research and looked up the standard procedures to downgrade. I’ve went to my name> Icloud> manage account storage> change storage plan> downgrade options. However, when I get in there and click on the 200 GB, “Done” is grayed out and not usable. However, it will let me downgrade to 50 GB or even 5 GB, but NOT 200GB.

how does that make sense? Both the 50 GB and 5 GB have a little red arrows next to them but when I click them it won’t let me down grade, 200 GB does not have a red arrow next to it and when I click it, it will not let me down grade.

HELP!!
