Double tap doesn’t work on apple pencil 2

Hello, I have bought a used “new condition” apple pencil 2nd generation off Ebay. After pairing it works fine I think(never used one) but I don’t have the hover effect and double tap function. There is also a sound of something being loose inside if I shake it.

I looked at some of the question here but I don’t have additional settings that other people have.

I already tried restating and reconnecting my Ipad and Apple pencil

Im using IpadOS 18.1 Dev, everything is updated.
