Completely deleted iMessages keep reappearing across devices

Completely deleted iMessages keep reappearing across devices (iPhone, iPad Air, Mac Book Air) although I have deleted them also from the bin folder and have pressed Sync iMessage on iCloud.

A couple of hours later the same iMessage was back again on my iPhone.

This is an old issues which I have been having since at least 2-3 years and Apple Development team is either not able to solve it or just not interested at all.

Frankly when I am paying for your devices and cloud services I expect them to work as they should.
