Trying to Cancel iCloud Subscription but It Just Buffers

I've been trying to cancel my iCloud subscription by downgrading to the free, 5GB version from the 2TB one of which only 4GB is used, but every time I click on it, and then click 'done', it just stays like that and continues to buffer. I've tried on different devices, restarted them, etc but it just buffers and won't downgrade. Everything is up to date.
