Can't access iCloud photos from iOS 17 because photos were uploaded in iOS 18

So my iPhone 15 Pro broke awhile ago and I need to access my photos from a device on a previous iOS version but all my photos don't show up. I know my photos are in my iCloud because i can access them from icloud.com but they dont show up in my older device. My photos were uploaded in iOS 18 so I'm sure that has something to do with it because this never happened before in previous iOS versions.
