I am trying to cancel my Mom's iCloud storage as she passed away, however when I try to downgrade to the free version it won't let me complete the transaction. It renews again 11/2. How can I cancel this?

I downgraded mine last month but found I Iost private relay after doing so and then start getting email from Apple saying so. Thought I must be cutting into their bottom line. Anyways it will take effect once her renew date is reached.
