iTunes Store cant make purchases right now try again later

when i want to download a free app, it always says “looks like your account hasnt been used in the iTunes Store” then i click review, read the terms and conditions, and fill out the information they need, and when i press next there is a red text saying “the iTunes store cant make purchases right now. Try again later”

this has been happening for a whole dah

FYI : i set up my apple id yesterday

iPhone X, iOS 16
