How to allocate iCloud storage space in Family Sharing?
I've set up famil sharing, but I don't know how I can allocate space to a family member

There isn't any technical means of doing that; the entire amount will be available to whoever uploads data. Set it as a house rule.

You cannot subdivide and assign storage to individuals. Everybody gets access to the full amount, as much or as little as they want, until you have jointly filled up the available storage. Your storage is private. All somebody will see is the total remaining to everybody.
Thanks for the answer. I have more questions. How does my sister get access to my iCloud storage? Does she have to sign in with my account? once in, does she get walked trough to set up mail, photos, backups, etc.?
If she is part of the family group then she gets added automatically as long as you have general sharing of the service selected. She may need to restart her device to get sharing displayed.
There is no storage partitioning between the areas.
