Trying to use markup, but my finger just moves the photo around - why?

When I open a photo and select edit and then select markup and then select a pen, I start to draw with my finger and it just causes the picture to move around as if I was using the "crop" tool. I have been using markup successfully for years until this started happening. This only happens on my iPad, not on my iPhone. Both are running 17.6.1.
