What causes toolbar failure at startup on my MacBook Pro?
I have done diagnostic. No issues. Can the “basis update” be done without going to Apple?

That's a question that none here can answer except with "Maybe".
Are you running any anti-virus apps? Or cleaning or optimizing apps? These things can inflict odd behavior on the Mac. VPN software can do the same.

A month after this problem surfaced and purchasing a replacement because I was told the issue was not worth repairing, it now seems to have resolved itself. My question now is this permanent or will it resurface?
I did do that. It didn’t solve the problem. The basic upgrade is still not happening. Thank you.
