Pages file updates not downloading from ICloud to MacBook Air (Sequoia)

Created the pages file on my Macbook Air (running Sequoia), while connected to WiFi. Updated the file on my Gen 10 IPad, with no WiFi connection. Returned to WiFi connection on my Ipad, opened and Saved the file. Closed Pages on the Ipad. Went to open the Pages file on my MacBook. File had not changed to the version I had saved from my IPad. Finder shows that the file should be downloading, but it is abysmally slow. (see screenshot). What's wrong, and how do I fix it?
