MBP M1 (2020) MacOS Sequoia 15.0.1 iCloud Drive Upload Broken

Ever since updating to Squoia I can't upload files to iCloud Drive using Finder anymore. It will start, show files uploaded but will still give me a progress bar that shows for example "Uploading 2 items; 7.1 of 9.8 MB" and then just hang there for hours on end without finishing the upload.

No matter the file size or file format, it never completes the upload.

I've tried letting it sit over night to no avail. Different networks, wired, wifi, firewall on / off, private wifi address off / fixed / rotating, limit IP address tracking on / off, cleared networks and added again, multiple restarts, nothing helps.

If anyone has any ideas what else to try, please let me know.
