That is not possible, your phone doesn't have the hardware needed to run anything higher than iOS 15.8.3
Read through this post, the answer has already been given. If you are on iOS 15.8.3, then you can go no higher on an iPhone 7.
An iPhone 6s, iPhone 6s Plus, iPhone 7, iPhone 7 Plus, or iPhone SE 1 isn't capable of 16 or above; they require an A11 or better CPU. To install 15.8.3, use a computer or the Software Update function in Settings.
