iCloud for Windows 11 login failure

I am running Windows 11 with all updates installed. I just confirmed that I am running the latest version of iCloud for Windows. I can login on the web, but the application asks for my password, then sends a notification to my iPhone followed by the normal 6-digit password. I type that into the iCloud for Windows waiting application and it goes right back to "enter password". I have done this loop now 12 times. I cannot get to the approval screen for "Passwords and Keychain".
