Unable to send location outside Family sharing on Find My

I am using family sharing.

On Find My Phone, I can see my family member’s locations and they can see mine, but when I try to send my location to a friend who is not in family sharing, It doesn’t work. My friends can share their location with me but they don’t see mine anywhere. Why is this so?
