You may want to check you are signed in (to your iPhone & Mac) with the Apple ID you use for the App Store:
See how to: Sign in to your Apple Account - Apple Support
You may want to try restarting your iPhone (deletes temporary files, re-establishes connections, may update recent setting changes, and often restores order if something is not working as expected.
(On Mac: you can use the Apple menu > restart.)
You can check if there are restrictions set on App Store use:
