Apple store - Access to Apps applicable to Historical iOS versions

I have an iPhone 6s, running iOS 15.8.3 - how can I access all the old apps that were once available for my version of the iOS back when they were available ?

And how is a market available for older iPhone Sales without access to apps - or is this Market based upon Jailbroken devices ?

If the developers of the app still make them available, you may be able to re-download them.

Redownload apps and games from Apple - Apple Support

However, if the developers of the apps have elected not to continue to support the apps, they won't be available for download.
