iphone 16 pro issue with bluetooth

I have been having intermittent issues with the bluetooth on my phone having static connections with different devices. I have purchased three different bluetooth devices and have had the phone not pair to one of them with the other two being extremely staticky and eventually dropping the connection. I swapped the presumably defective phone at the apple store for another of the same make and model and now I can't pair it with my Tesla to lock and unlock the door. I traded in my old iPhone so I can't go back to it and now I'm stuck in bluetooth limbo where I can't connect to anything. Is anyone else having any other issues?

I tried resetting my network settings and still have the same problem. iPhone 16 Pro, iOS 18.0.1, Alpine Bluetooth car radio which worked fine with my iPhone 12. Now when I want to connect, I try to pair and it fails. I have to forget the device, turn Bluetooth off and on, then it will pair, but only once then I have to do all this again. How is the new flagship iPhone worse at Bluetooth than the older ones?!
