i sent money to my friend on Apple Cash and the transaction was completed, Due to some personal issues that went down she ended up breaking her phone and can’t get her account back since she doesn’t remember her iCloud, she doesn’t have the same number. So how can I get my $300.00 back?

You can't. There is no way to undo a completed transaction.
She really needs to recover access to her Apple ID so she can then access her account to return the money to you. The account does not go away or stop existing simply because she can't access it.

As it stands, she could just give you the 300 dollars in cash, as you have no real way to get them back and the issue with the account is just hers. There's no reason she can't just hand you the money.
She can then choose to forget about the account and the $300 or try to recover access to it but that is up to her.
You can only get your money back if the person had not received it. If they have not received it you will show pending on your device and you can cancel it. After they receive it, it is their money in their account. It will now be up to them to get access to their account. It is out of your hands. They may need to use Account Recovery or contact Apple directly.
Only your friend can request assistance with this issue. Your friend will need to contact an Apple Cash specialist at Green Dot Bank. If your friend’s account is in good standing they can possibly get the funds transferred, or sent in the form of a check.
