Problems installing iMovie on macOS 15.7 Catalina

I am trying to install iMovie on a late 2012 Mac Mini running macOS 10.15.7. When I go to the App Store and try to install iMovie, I get this error message: "We could not complete your purchase. iMovie can't be installed on "Samsung 860 Pro" because macOSversion 13.5 or later is required. I did not have iMovie installed on the Mac Mini before I upgraded it to Catalina.


What gives? How can I get iMovie installed?

Update on the symptoms. I tried installing other apps and they also say they need various macOS versions that are earlier than the Catalina (15.7) that I have installed. For example Microsoft Excel says it can't install because macOS version 12.3 or later is required, DuckDuckGo Browser, DuckDuckGo Browser 12.3 required, WhatApp Messenger says it need macOS 11 or later, and GoodNotes 6 says it need 13.5 or later (but did download an older compatible version).


OTOH, Evernote and Affinity Photo 2 image editor both installed normally.
