iPhone 16 Pro Max will not turn off after attempting update

Just got the 16PM and it will not turn off after attempting update right out of the box and is very hot. Unable to force restart (volume up volume down hold power button). Every time I try, the screen goes blank briefly and right back to “hello” screen at initial setup.
