Communication limits not working

I’ve set my child’s communication limits to contact only for both screen time and downtime. However, I can’t make a call to him through mobile number (but FaceTime and Messaging works). I’ve checked that my number is in his contact list. Any idea of why? Meanwhile, my child received a call from a non-contact a few days ago - a foreign number. So how could this happen???
