I have Family Sharing but still saying storage full on husbands iPhone

I have set up and working Family Sharing with my husband. He's accepted and it shows this. However, he keeps getting a message to say his storage is at its maximum of 5g and only option is to pay for iCloud+ and pay to upgrade....I thought this was already included in Family Sharing - that's why I bought such a high amount of storage to cover both of us. Is there something not set up right on his phone?

-iPhone storage looks good, but icloud storage shows maxed out?
