iOS 18 Password App Locked Behind Face ID

So I updated to iOS 18 last night. Since my phones face id is not working, I used to go into the password and autofill section in settings, and I was able to enter my password to get access to all saved passwords. Now if I go into the password app, it requires face ID because of stolen device protection. If I go to turn off face id it gives the same prompt. If I go to turn off stolen device protection, still gives the same prompt. Have no idea what to do, found a few articles from a while ago and nothing has helped. Any help or direction would be appreciated. Note: Also did not do a backup before updating, so can't go back to 17 as far as I know.
