Apple Account with two email addresses

I have two email addresses - one for business and the other for more personal use. Under 'Family sharing' one of these two addresses is the primary account for Family. I would like to change this to the other email address. However I cannot access my Aplle Account since I always get the message 503 Service Temporarily Unavailable.

Any suggestions?
