I have an Apple Watch 8 and never had a problem with updating any updates until yesterday. I have also performed the shut down on watch and re start and it didn’t work, watch charger is in correct and charging the watch ok.
i also have loads of memory on the watch so plenty of space for the update.
anyone having the same issue?

Same thing here. Tried these steps, didn't work. I see there is an update available, but I don't get the "download and install" option. Deleted a downloaded file which apparently didn't work, restarted both devices, no change. There is no option to install. (My watch is a 2nd gen SE, though, but that may not be the issue here.)
[edit to add -- I just noticed the "Download and Install" option very briefly displayed, then disappeared.]
Does updating the watch without the iPhone work?
Unpairing the watch and paring it again would be the next step:

Anybody using a VPN? If yes, disable it and try again.
And let the iPhone and the Apple Watch being charged during that time, just to be sure the Wi-Fi connection is not disabled.
No VPN. Both are charging and watch battery is over 80%.
No not using VPN and watch won’t update without using the iphone
