I bought and put in a 2T card in my Mac Pro 2013. The little earth spun around and the menu options appeared. I choice Time Machine to restore and followed the steps until it asked for the external drive location. That’s when the problem started. It couldn’t find the drive and wouldn’t allow me to choose the drive. So, I’m dead in the water. OS I was using was Mohave previously. First time upgrading this. Any suggestions??

You use the Erase command in disk Utility. Partition scheme GUID and drive format Apple File System APFS should be the default for MacOS 10.13 High Sierra and later. Invent it Volume-name you can live with, or use the factory 'Macintosh HD', don't leave it 'Untitled'.
Re-install MacOS first, then bring over your files. the ability to restore MacOS AND your files in one step is being eliminated anyway.

To format the new drive to download OS, will ExFat work ok? The other formats listed I have no clue about them.
