Problem with seeing my Son’s location with Apple Watch

My son has an Apple Watch that I set up using my phone with the Apple Family. Everything works well except the locations services. This was the entire reason we got it for him. My husband and I constantly see each other’s location, even on my Home Screen when it shows my husband’s name, his location is underneath. But my son’s name is there, no location. I checked his watch settings and the locations services is on. On my phone he is listed in the family and show sharing location. But only occasionally will it show me his location, and only when I go to Find My. Sometimes even then it will only show me his location 8 hours ago. How can we get this to work better?
