Unable to add family member

I’m the family organizer and I tried adding a family member to the account but the button in the top right hand corner is grey and cannot be used.

Is there a fix for this to add another member? This would be my 5th member (6 including me) so it should still work.

I should add I recently deleted someone out but it’s been a few days and I still can’t add anyone.
