Adding Family Member greyed out after deleting an account

We added a child account and reached the six limit. We deleted that account and want to add another one but the add family member button has been greyed out for 2 weeks now. Tried every solution known to humankind on these message boards. Currently have 5 members including myself so we should have room, no restrictions, restarted / logged in out, no pending invites. Everything.
