Purchase sharing not working in family share. Denial when adding free app?

One of the credit cards in our family share expired. I went into my account (in iPhone) and updated the expiration date.

However, adult member on family share is unable to install new (free) app. Family share is not updating on his side.

Is there a step to this I’ve missed and how long does it take to refresh the system?
