FaceTime doesn’t work because my phone doesn’t register previously made contacts because it screen time

my phone has been doing a really strange thing lately where if I try to FaceTime someone it will say “— is not a contact your screen time settings only allow you to communicate with contacts “ even though the person is ALREADY a registered contact in my contacts list! I tried resetting my phone, my mom worked on it nothing will change it. I tried making a new contact then calling the person but it just didn’t work and said they weren’t a contact again I can’t even call downtime specific contacts !
