• You would be able to drag it out of the Dock. When there is enough distance between the dragged app icon and the Dock, Finder would add the tooltip “Remove”. Let it go at that point to remove it.
• Else: Control-click the icon in the Dock, then choose Options﹥Remove from Dock, from the pop-up contextual menu. You may need to quit the app before the option shows with this last method.

I think only the Finder icon and the Trash icon are actually mandatory to stay in the Dock.

As intended, the TV app is integral part of macOS, and an app that is protected against deletion.

You may remove it from the Dock, if that helps you a bit.
