Unfortunately, if you deleted the pictures from "Recently Deleted," they are gone. You can see this:

Basically the above says to look in Recently Deleted and in Hidden. Check your Library thoroughly-- the pictures may not be where you expect. You can use the search field with the date or location.
If you use iCloud Photos, then you can look in iCloud.com. iCloud.com mirrors your iPad and iPhone, but it's worth a check.
If you didn't use iCloud Photos, but you had Settings>Apple ID>iCloud Backup turned on, then you may be able to recover data from the last 30 days or so at iCloud.com. You should look here:

It's possible you may have backup data from before you turned on iCloud Photos. The "iCloud Backups" don't backup Photos if you also use iCloud Photos-- that would be double. Recovering with a backup replaces everything on your device with the backup.

If you don't keep your own backups, there really isn't any place else to look.
