Millions upon millions of iPhone users are already updated to iOS 17.6.1. So yes, it’s safe and your iPhone 11 supports it. I am running iOS 17.6.1 on my iPhone 13 with no issues at all. If for nothing else but increased security and privacy you should update.
It is not only safe, but recommended! =)
In fact I'd say that it's highly recommended. Your old version of iOS is a number of security updates behind. First, though, check the apps you absolutely need to keep running to make sure they'll support the newer version of iOS. Older apps may not.

There are millions of apps created for the iPhone, no one is going to give you a list of the thousands of apps that may not work. Look in the App Store for compatability issues if your worried.
