Unable to turn off content and privacy restrictions in family setting

I am trying to allow my 14 year old son to download YouTube. even though we had him set up for age 17+, the app was still not available for download on his phone. I then turned off content and privacy restrictions in family settings and still couldn’t do it. Next I disabled screen time settings completely for his account and also disabled ask to buy. Still no luck. Each time it says “due to restrictions set for this device, this app cannot be downloaded”. I also get a similar message trying to go to YouTube website. What am I missing? His phone is iPhone 10S and running IOS 17.6.1
