1 child, 2 devices and different screen times

I would like to have Screen Time turned on for my child.

However one device is for school and so App Limits can’t easily be enabled.

On the phone however I would like to set limits.

i have disabled ‘Share between devices’

However when I change App Limits on one device (enable) it asks for screen time password and then applies the change.

However it still mirrors to the other device so I am unable to have App Limits on one device and not the other .

any ideas on how to resolve?
