icloud+ and family sharing

Family member is showing in "Family" and, when I click on their profile, then "Subscriptions they have access to", iCloud+ IS listed but, when I come out and click on "Subscriptions" within "Family" then "iCloud+ (Shared by You)", they are NOT listed?

Am going mad trying to work out what I have done and all previous posts suggest just adding them but I do not have that option and, as I say, they are showing as listed within their profile?

Help!
